President Donald Trump's sunrise tweet casting aspersions on the domestic surveillance program his own intelligence officials have called essential set off a thunderclap of concern in Washington - and underscored the pitfalls of the President's morning television tweet-alongs.

Legislation to renew the program that allows spy agencies to conduct surveillance on foreign targets overseas passed the House 256-164 and now heads to the Senate.

The House approved the legislation 256-164 with support from Democrats and Republican leadership to extend the program for six years.

Rep. Adam Schiff of California, the top-ranking Democrat on the House intelligence committee, said Trump's tweets were "inaccurate, conflicting and confusing".

Amid doubts about President Donald Trump's opinions on the issue, Congress passed legislation on Thursday granting his administration continued use of a controversial governmental spying program - and that has many people anxious.

The USA RIGHTS amendment would have enacted meaningful reforms to Section 702, which are imperative given the government's historical abuse of surveillance authorities and the danger posed by future abuses.

White House aides scrambled on Thursday to explain Trump's apparent about-face, saying the president was happy to see the House approve the bill.

However, when "millions of Americans are incidentally collected in the database, we don't want people willy-nilly looking into this database without a warrant", said Paul. Section 702 permits the collection of information on Americans if they are communicating with foreign individuals who are under surveillance.




The White House came out against the amendment and for re-authorization on Wednesday, though President Trump appeared to oppose the measure in a tweet Thursday morning.

Supporters of the Nunes-Schiff bill also argued that requiring the Federal Bureau of Investigation to obtain a warrant may impede fast-moving terror plots.

The FBI and intelligence agencies say being able to query the database is essential to keeping America safe and the Trump administration had wanted the program to be reauthorized without change.

"I've been through a lot in the last couple of months", said Paul, who was injured last fall after a neighbor attacked him in his backyard.

Trump's White House has been aggressively lobbying for months for a clean, permanent renewal of the 702 authority, which the intelligence community maintains is critical to identifying and disrupting terror plots. For example, it could be used to find evidence that an American citizen isn't paying his or her taxes or has committed a minor drug offense, according to the ACLU and other civil liberties groups.

But top Democrats on the House and Senate intelligence committees were quick to leap on the first tweet as "irresponsible" and "untrue". "What Section 702 was designed and meant to do was to knock down those walls", Pompeo said at an event hosted by the Foundation for Defense of Democracies.

Under the Fourth Amendment to the U.S. Constitution, Americans are protected from unreasonable searches and seizures. It would require investigators to get a warrant to look at Americans' information, but only after the government has started an investigation.
