Bangladesh, Myanmar plan Rohingya repatriation in 2 years

The agency called on Myanmar authorities to provide "urgent, unhindered access in Rakhine state, in order to assess the situation and provide support to those in need who are still in Rakhine and to help with rebuilding efforts".

The victims were members of the Rakhine ethnic group, many of whom have forced about 700,000 Rohingya out of their villages and into Bangladesh.

There is a "grave risk" in plans for repatriation for Rohingya refugees to Myanmar without the understanding of their legal status, destination and willingness to return, a parliament committee report said.

But the clashes came on the same day as a repatriation agreement was signed between Myanmar and Bangladesh to start the return of some 655,000 Rohingya refugees from squalid camps back over the border. The US expressed similar concerns, stressing that the ability for the people to safely and voluntarily return is what is most important. "They don't want that, we don't want that, the nations don't necessarily want that either. This is the precursor to establishing any voluntary, safe, and dignified return".

Ethnic minorities make up around 40% of the population of Myanmar, also known as Burma.

"It was violence that hurt stability, and that's why the police had to shoot at them to get them to disperse", he said, adding that about 20 police were injured.

A spokesperson from the un high commission for refugees said Myanmar also needed to address the underlying causes of the crisis and that refugees should only return when they feel it is safe for them. Under this agreement, Bangladesh will establish five camps. "Hundreds of thousands of children are already living in horrific conditions, and they will face an even greater risk of disease, flooding, landslides and further displacement", Edouard Beigbeder, UNICEF representative in Bangladesh, said in a statement.

In relation to the agreement, the UN Secretary General said, usually, this is dealt with in trilateral agreements between the two states concerned and the UNHCR.

United States Secretary-General Antonio Guterres said the UN refugee agency United Nations High Commissioner for Refugees (UNHCR) was consulted but it's very important the agency is fully involved to guarantee the repatriation adheres to global standards.
