Russian Federation suspended from Winter Olympics, clean athletes can compete as neutrals

Those athletes who do go to the Games, which start on February 9, will participate under the name "Olympic Athlete from Russian Federation". They would have to pass drug tests to prove they were clean and also did not benefit from the Sochi scheme. In the space of one month the International Olympic Committee dishes out similar sanctions to 25 Russians from Sochi Games.

Jim Walden, lawyer for whistle-blower and head of Russia's anti-doping program Dr. Grigory Rodchenkov, made his first public comments following the announcement of the decision of the International Olympic Committee (IOC) regarding banning Russian Federation following investigations of a doping scheme.

Russian foreign ministry spokeswoman Maria Zakharova said she was with the country's athletes in spirit.

If it was a victory to have the word "Russia" in the team name and invite some Russian athletes to compete, it came at a cost.

Schmid's report, delivered to the 14-strong executive board on Monday, was enough to persuade International Olympic Committee president Thomas Bach to take what he had previously considered to be a "nuclear option" with "too much collateral damage".

The IOC's president, Thomas Bach, said of the punishment handed down on Tuesday, "This was an unprecedented attack on the integrity of the Olympic Games and sport".




The Russian doping scandal has hit world sport and the country itself hard, as medal after medal has been stripped from the hosts of the 2014 Sochi Winter Olympics.

Some had feared a repeat performance from the International Olympic Committee on Tuesday, despite a second report by McLaren in December 2016 which confirmed that more than 1,000 Russian athletes had been involved in, or benefited from, state-sponsored doping.

The invitation list will be determined, at its absolute discretion, by a panel chaired by Valerie Fourneyron, Chair of the ITA. Those probes have concluded that more than 1,000 Russian athletes across at least 30 sports, including both summer and winter events, had been involved in doping that dated from at least 2011.

Instead, Russia blames Grigory Rodchenkov, the former director of Moscow and Sochi testing laboratories, as a rogue employee.

However, the commission said it had not found "any documented, independent and impartial evidence confirming the support or the knowledge of this system by the highest State authority".

To suspend ROC President Alexander Zhukov as an IOC Member, given that his membership is linked to his position as ROC President.

The suspension followed the Schmid Report, which confirmed "the systemic manipulation of the anti-doping rules and system in Russia".

The IOC Executive Board today studied and discussed the findings of the Commission led by the former President of Switzerland, Samuel Schmid, addressing the systematic manipulation of the anti-doping system in Russian Federation. Sochi 2014 President Dmitry Chernyshenko has been removed from the 2022 IOC Coordination Commission. One Russian was cleared.
