Flynn Said Russian Sanctions Would be 'Ripped Up,' Whistle-Blower Says

Flynn's lawyer did not respond to a request for comment on the latest claims.

On Friday, Flynn pleaded guilty to lying to Federal Bureau of Investigation agents about conversations he had in December 2016 with the Russian ambassador to the United States about the sanctions, among other topics. And one of the companies involved in the project covered his travel expenses and wrote him a check for $25,000 for the trip, though it's not clear if Flynn cashed the check.

During the conversation, Mr. Copson told the whistle-blower that "this is the best day of my life" because it was "the start of something I've been working on for years, and we are good to go".

The whistleblower, who provided his account to Cummings in June, said he was with Alex Copson, managing partner of ACU Strategic Partners, a key Flynn ally on the nuclear project, on January 20, Inauguration Day.

Minutes into Trump's inauguration speech, Flynn also texted the ex-partner, who wanted to work with Russian Federation to build nuclear reactors across the Middle East, that the plan, threatened by Obama's sanctions, was "good to go".

But reports over the last few months have suggested that Flynn continued to promote the project after the election, and even after he had been sworn in as national security adviser.

The chairman said he shared Mr Cummings's letter with the Republican leading the Intelligence Committee's Trump-Russia probe, as well as that panel's top Democrat, "so they may determine whether to add witnesses" to that panel's witness list.

"Our Committee has credible allegations that President Trump's National Security Advisor sought to manipulate the course of worldwide nuclear policy for the financial gain of his former business partners", Cummings wrote.

Cummings wrote that Mueller's office had asked him to hold back the information until "they completed certain investigative steps" - which apparently have now been concluded.

Neither Copson nor an attorney for ACU responded to a request for comment.

Gowdy also recommended that Cummings present the claims to Special Counsel Robert Mueller's investigation, despite Cummings' indications in his letter Wednesday that his staff had been in touch with Mueller's team and had been given the green light to move forward. But the whistleblower says he or she could not read the actual message.

The whistleblower said Copson showed him his phone with Flynn's text message; it was sent at 12:11 p.m., about 10 minutes into Trump's inaugural speech.

ACU Strategic Partners issued a statement on Wednesday saying, "No member of ACU received any communication in any form from General Flynn during the presidential campaign, the presidential transition, the inauguration, the period following the inauguration when General Flynn served as national security adviser or subsequent to General Flynn's resignation". "This is going to make a lot of wealthy people".
