US House passes bill to clear path for self-driving cars

Companies like Google-owned Waymo, Telsa, Uber, and longtime automotive manufacturers such as General Motors, have had to tiptoe around strict regulations in their testing of autonomous auto tech, and this legislation would certainly remove some of those road blocks. The group also urged additional funding for NHTSA. A bipartisan group of US senators working on similar legislation has not introduced a bill.

In order to do so, it would have to demonstrate its control software and computer hardware is safe and secure enough to sidestep tough regulations that otherwise apply to vehicles.

Proponents say self-driving vehicles could help eliminate the human error responsible for some 94% of the more than 30,000 fatal vehicle crashes in the US each year. One open question is whether or not the Senate bill will include commercial vehicles.

The SELF DRIVE Act seeks to establish a federal framework for the regulation of autonomous vehicle technology in the United States.

Initially, authors proposed to allow automakers and others to sell up to 100,000 vehicles immediately.




The action now moves to the Senate, where Republican John Thune of South Dakota and Democrats Bill Nelson of Florida and Gary Peters of MI are leading work on legislation of their own.

Manufacturers must demonstrate self-driving cars winning exemptions are at least as safe as existing vehicles. Performance standards would be left to design by the federal government, while states would retain ownership of rules on licensing, registration, insurance and safety inspection.

The bill (H.R. 3388), which now goes to the Senate, requires DOT to develop rules regarding self-driving cars sharing highways with standard vehicles. The department confirmed late Tuesday it plans to unveil the new guidelines next week.

"Today, the House passed the SELF DRIVE Act, which will improve transportation safety, stimulate economic growth and ensure we are embracing the full potential of technological advances in the automotive industry with respect to self-driving cars", Bilirakis said after the House approved the bill.

The U.S. Chamber of Commerce and coalitions of groups backing automated vehicles, including vehicle and auto parts trade associations, and groups representing the blind, praised passage.
