Governor urges lawmakers to end 'unnecessary' budget impasse

House Republican Leader Jim Durkin said it was hypocritical of his Democratic colleagues to question whether the GOP budget plan was balanced, noting their history of passing budgets that spend more than the state has on hand. The new fiscal year begins July 1. Meanwhile, Democrats say Republicans have been in attack mode.

The Republican had previously dismissed the idea as too costly.

A special session, or a continuous special session, is a period when the House and Senate convene following the end of the regular session. Two other Democrats have raised over $1 million: Chris Kennedy, nephew of the late President John F. Kennedy, and state Sen. Sen.

The general assembly will meet in special session starting Wednesday. "One week ago, a group of lawmakers standing before you put forth a compromise budget plan with reforms that puts us on a clear path to finishing our job". "It includes $5 billion in spending reductions and adjustments and will help bring down the backlog of unpaid bills".

Meanwhile, Illinois Secretary of Education Beth Purvis said, Rauner, while an advocate for equitable school funding, found several items in the Act he wants to augment before signing off on the measure. Rating agencies Moody's Investors Service and S&P Global Ratings recently downgraded Illinois' general obligation bonds again (for the eighth time in eight years, in the case of Moody's) to just one notch above junk status.

He also said witnesses at a couple of recent House committee hearings were "nothing more than human shields for the House Democrats' economic failures this last decade".

In an unprecedented move, Rauner made a personal address to the people of Illinois Tuesday.

The governor implored lawmakers to "have the courage to do what is right, to act for the people".
